Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, chaired a two-day national conference in New Delhi on January 29-30, 2025.
The conference brought together Labour Ministers and Secretaries from all 36 States and Union Territories (UTs) to discuss crucial labour reforms and social security measures.
Two-Day National Conference: Key Discussions and Objectives
The conference focused on several key areas, including labour reforms and social security for organized and unorganized workers.
It also addressed healthcare infrastructure and employability.
Union Minister emphasized the need for a fine balance between workers’ welfare and industrial growth, highlighting the importance of cooperative federalism in achieving the vision of Viksit Bharat by 2047.
Several States have already undertaken reforms in line with the labour codes under existing Acts.
These reforms aim to promote greater ease of doing business and reduce compliance burdens.
They also seek to decriminalize certain offences and promote women’s participation in the workforce.
Over 18 States/UTs have implemented the majority of these reforms. Additionally, more than 32 States/UTs have pre-published draft rules under the four Labour Codes.
Discussions also focused on expanding Employees’ State Insurance Corporation (ESIC) medical facilities and healthcare infrastructure.
The conference highlighted the importance of integrating ESIC with the Pradhan Mantri Ayushman Bharat Jan Arogya Yojana (PM-ABJAY) and utilizing State Primary Health Centres (PHCs) and Community Health Centres (CHCs) for primary and secondary medical care.
Employment Generation and Employability
The conference underscored the need for interventions to match demand and supply in the labour market.
They discussed initiatives such as the NCS Portal and Model Career Centres (MCC) to promote employment generation and employability.
The Occupational Shortage Index (OSI) was launched to enhance employment outcomes across India.
The conference provided a platform for States and UTs to showcase the reforms they have undertaken. These reforms are in line with the labour codes.
