MP to Roll Out 80% Salary Rule for Extended Child Care Leave

MP government has announced the implementation of the Madhya Pradesh Civil Services (Leave) Rules, 2025.

Set to go into effect on January 1, 2026, these new regulations will replace the nearly five-decade-old rules established in 1977.

The move will impact over 6.5 lakh MP government employees, aligning the state’s leave policies with Central Government standards while introducing modern provisions for social and administrative needs.

Major Overhaul of Child Care Leave (CCL) in MP

One of the most talked-about changes concerns Child Care Leave (CCL).

Currently, female employees are entitled to 730 days of CCL with 100% salary. Under the new 2026 rules:

  • Salary Tiering: Employees will receive 100% of their salary for the first 365 days of CCL. However, for the subsequent 365 days, the salary will be reduced to 80%.
  • Inclusivity: For the first time, the state is extending these benefits to single male employees, surrogate mothers, and those who adopt a child (up to one year of age).

Restructuring Earned Leave (EL)

MP government has changed how Earned Leave is credited to simplify the process for employees.

Instead of waiting to complete a full year of service, EL will now be credited in advance:

  • Biannual Credits: 15 days will be credited on January 1 and another 15 days on July 1 each year.
  • Academic Benefits: Teachers and professors, who were previously restricted due to summer vacations, will now be eligible for 10 days of EL annually.
  • Status of Leave: The Finance Department has explicitly clarified that leave is not a fundamental right. The final decision to grant or deny leave rests entirely with the designated sanctioning officer.

MP Government Medical and Disability Provisions

The 2025 rules introduce a compassionate approach for employees facing health crises:

  • Service Injury Leave: Employees injured during official duty can now receive up to two years of special medical leave. This will not be deducted from their regular leave balance.
  • Divyang-Friendly Process: Special provisions have been made for specially-abled or seriously ill employees, allowing family members to submit leave applications on their behalf.
  • Half-Pay Leave: Employees can take up to 180 days of half-pay leave during their entire service period without providing a medical certificate.

Study Leave and Discipline

To encourage professional growth, the government has formalized Study Leave for a maximum of 24 months.

However, this comes with strict conditions: employees must bear their own travel and tuition costs and sign a bond committing to return to service for a specified period after completing their studies.

Furthermore, the rules state that no employee may remain on leave for more than five consecutive years without authorization.

Those who exceed this limit may face termination of service.
