How Tamil Nadu Plans to Beat a Shrinking Working Population

The Tamil Nadu State Planning Commission has issued a critical advisory, warning that the state has a narrow window of five to seven years to overhaul its workforce capabilities.

According to a new report titled “Tamil Nadu: AI & Future Workforce,” the state must act immediately to integrate Artificial Intelligence (AI) into its industrial and educational frameworks or risk losing its competitive edge and demographic advantage.

The Demographic and Economic “Urgency Window”

The commission highlights a shifting demographic landscape as a primary reason for the urgent timeline.

With a Total Fertility Rate (TFR) of 1.3 and nearly 14% of the population now over the age of 60, Tamil Nadu’s working-age population is projected to shrink.

Experts warn that postponing investments in AI-ready skills will drastically reduce the productive years during which the current workforce can benefit from technology-driven economic gains.

To meet the state’s ambitious goal of becoming a $1 trillion economy by 2030, the report stresses that AI must be treated as a foundational tool rather than a niche technical skill.

Tamil Nadu Addressing Gaps in Educational Infrastructure

Despite boasting a robust network of 463 engineering colleges and over 500 ITIs, the report notes a significant disconnect between academic output and industry requirements.

While the state produces over five lakh graduates annually, many programs lack dedicated AI-focused curricula or structured mid-career reskilling opportunities.

To bridge this gap, the commission proposes several bold initiatives, including:

  • The Chennai–Hosur Auto AI Skilling Corridor: A specialized partnership between manufacturers and the Tamil Nadu Skill Development Corporation to train factory workers in AI-driven automation.
  • Mandatory AI Literacy: Introducing computational thinking in primary schools and mandatory AI awareness courses in all undergraduate programs.
  • AI Workforce Intelligence Unit: A dedicated body to monitor labor market shifts and identify emerging roles in real-time.

Navigating Job Displacement and Evolution

The report does not shy away from the risk of job displacement, particularly in administrative, data entry, and routine manufacturing roles.

However, it emphasizes that proactive upskilling can transform these risks into opportunities.

By focusing on “high-complementarity” roles—where AI assists human expert judgment—Tamil Nadu can lead in sectors like healthcare technology, electric vehicles, and high-end electronics manufacturing.
