AP Government Temporarily Lifts Transfer Ban—Who Qualifies?

Andhra Pradesh government has announced a temporary relaxation of its employee transfer ban, allowing transfers from May 16 to June 2, 2025.

The decision, outlined in Government Order (GO) 23, aims to ensure optimal workforce placement while maintaining efficient service delivery across various departments.

The government committed to employee welfare by ensuring that staff are positioned in roles where they can maximize productivity and contribute effectively to governance.

Key Guidelines for Employee Transfer Ban

The relaxation period allows employees to apply for transfers based on specific criteria. The government has issued detailed guidelines to regulate the process:

  • Mandatory Transfers: Employees who have completed five years of continuous service at a station as of May 31, 2025, must be transferred.
  • Optional Transfers: Employees with less than five years of service at a station can request transfers based on personal preferences.
  • Retirement Considerations: The government will not transfer employees retiring by May 31, 2026, except in cases of administrative necessity or personal requests.
  • Special Considerations: Priority will be given to employees in the following categories:
    • Visually challenged employees
    • Employees with mentally challenged children seeking transfers to locations with specialized medical facilities
    • Employees who have served in tribal areas for over two years
    • Employees with disabilities (40% or more), certified by a competent authority
    • Employees seeking transfers due to chronic medical conditions (e.g., cancer, neurosurgery, kidney transplantation)

Government’s Rationale Behind the Decision

The Andhra Pradesh government temporarily relaxed the transfer ban to enhance workforce efficiency while ensuring employee well-being.

Officials stated that strategic transfers will help optimize service delivery and improve governance outcomes.

The Finance (HR.I-PLG & Policy) Department issued the order to regulate employee transfers.

It emphasized the need to position employees in roles that match their expertise and personal circumstances.
