Dr. Mansukh Mandaviya to Lead Seminar on Informal Sector Challenges

Ministry of Labour & Employment, Government of India, in collaboration with the ESIC and International Social Security Association (ISSA), is organizing a two-day international seminar on the topic “Formalization and Social Security Coverage for Workers in the Informal Sector: Challenges and Innovations.”

The seminar will be held at Yashobhoomi – India International Convention & Expo Centre in New Delhi on January 20-21, 2025.

Informal Sector: International Seminar Overview

The seminar aims to bring together policymakers, social security administrators, experts, and practitioners from 40 social security organizations across the Asia-Pacific region.

Over 150 participants will share insights, strategies, and solutions for the formalization of informal workers and the extension of social security coverage to them.

Prominent international organizations such as the World Bank, International Labour Organization (ILO), United Nations (India), and Asian Development Bank will also participate and share their perspectives.

The seminar will focus on several key themes, including:

  • Formalization & Social Security Coverage: Exploring pathways to expand coverage, with a focus on marginalized and vulnerable groups.
  • Digital Transformation: Highlighting the transformative role of technology, such as the e-Shram Portal, in improving social protection delivery.
  • Gender Equality & Empowerment: Advancing gender-inclusive social protection systems to ensure equal access and economic independence.
  • Data Collection & Reporting: Strengthening frameworks for accurate data collection, monitoring, and transparency.

Inaugural Session and Objectives

The inaugural session will be graced by Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, along with Hon’ble Minister of State for Labour & Employment, Sushri Shobha Karandlaje, and Secretary (Labour & Employment), Ms. Sumita Dawra.

The session will feature the exchange of knowledge and experience sharing through technical discussions and the sharing of countries’ best practices.

The primary objective of the seminar is to enhance stakeholders’ capacity in extending social protection to informal workers.

The sessions will include discussions on pathways and strategies to promote formalization and enhance social security coverage for vulnerable workers, workers in the informal sector, and difficult-to-cover groups.

The seminar will also focus on extending coverage through transforming social security delivery and outreach, digital solutions, and communication.

The seminar will feature participation from key ministries, including the Ministry of Finance, Ministry of External Affairs, NITI Aayog, Ministry of Health & Family Welfare, and Ministry of Statistics & Programme Implementation (MoSPI).

Industry partners such as CII, FICCI, ASSOCHAM, and NASSCOM will also share their views and expertise. Various States and Union Territories will participate as well.
