UP Government to Centralize Contractual Workforce Management

The Uttar Pradesh government has announced plans to establish a dedicated corporation to manage its contractual workforce, which spans over 11 lakh employees across 93 departments.

This initiative aims to centralize recruitment, ensure transparency, and address issues such as exploitation, fraud, and non-compliance with reservation policies.

The proposal has received in-principle approval from Chief Minister Yogi Adityanath. It is now expected to be tabled before the Cabinet for final approval following legal vetting.

Objectives of the Corporation

The primary goal of the corporation is to streamline the hiring process and improve the working conditions of contractual employees.

It will oversee recruitment, financial security, and job stability for contractual employees.

Additionally, it will ensure compliance with reservation policies for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs).

By centralizing these processes, the corporation aims to eliminate fraudulent practices and prevent exploitation.

It also seeks to address the problem of “ghost employees,” who are listed as workers but do not perform any actual work.

Key Features of the Corporation

  1. Centralized Recruitment: Departments will submit their workforce requirements to the corporation, which will advertise vacancies, conduct recruitment, and directly transfer salaries to employee accounts.
  2. Uniform Wages: The corporation will ensure wage uniformity for similar roles across the state. For instance, contractual sanitation workers in all civic bodies will receive standardized pay2.
  3. Enhanced Benefits: The corporation will monitor provident fund disbursement, maternity leave payments, and other benefits to protect employees from exploitation by hiring agencies2.
  4. Transparency and Efficiency: By centralizing recruitment and monitoring, the corporation will save time and resources for departments, which are currently engaged in tendering and appointment processes throughout the year2.

UP Government Addressing Controversies and Challenges

The decision to establish the corporation follows controversies over the treatment of contractual employees.

These include non-compliance with reservation policies and exploitation by hiring agencies.

Opposition parties have criticized the government for failing to uphold reservation criteria in contract employment.

The corporation aims to address these concerns by implementing a centralized monitoring system and ensuring fair practices.

This corporation will gradually manage the transition to its system, ensuring that it does not immediately affect existing employees.

The corporation will appoint new hires upon contract expiration. Contract renewals will also follow a transparent process.

This approach aims to protect the rights of current employees while introducing a more efficient and equitable system.
