EPFO Rolls Out New Scheme to Enroll Left-Out Workers

Ministry of Labour and Employment has launched the Employees’ Enrolment Campaign 2025 (EEC 2025) to bring more workers under EPFO.

The government launched the initiative to expand social security coverage.

It will operate from November 1, 2025 to April 30, 2026 to include workers previously left out due to administrative or compliance gaps.

Objective: Widening the Social Security Net Under EPFO

The campaign is designed to encourage employers—both those already registered under the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952, and those newly falling under its purview—to voluntarily declare and enroll eligible employees.

The government is focusing on workers who joined establishments between July 1, 2017 and October 31, 2025 but did not enroll in the EPF scheme for any reason.

This effort follows the success of a similar campaign conducted in 2017, which targeted employees left out between 2009 and 2016.

The government hopes to replicate and expand that success by offering incentives and simplified procedures to employers.

Key Features and Benefits

For Employers:

  • Compliance relief: Employers can enroll eligible employees with waived interest and damages, and pay only a nominal penalty of ₹100 per employee.
  • Record regularization: The campaign allows employers to correct past non-compliance without facing heavy financial penalties.
  • Voluntary declaration: The government encourages employers to self-declare and enroll employees without fearing prosecution.

For Employees:

  • Access to EPF benefits: Enrolled employees gain access to retirement savings, insurance, and pension benefits under EPFO.
  • Formalization of employment: EPFO will now recognize workers who were previously outside the formal social security net, thereby improving job security and financial inclusion.

Implementation and Oversight

The EPFO will oversee the implementation of EEC 2025 through its regional offices.

Employers must submit declarations online or through designated EPFO channels.

Officials will conduct verification to ensure that only eligible employees are enrolled under the scheme.

The Ministry has also directed EPFO to run awareness drives to inform employers and workers about the campaign.

These efforts include outreach through industry associations, trade unions, and digital platforms.

EPFO EEC 2025: Policy Context and Long-Term Goals

EEC 2025 aligns with the government’s broader agenda of universal social security, as outlined in the Code on Social Security, 2020.

By expanding EPF coverage, the campaign supports goals related to financial inclusion, worker protection, and retirement readiness.

The Labour Minister emphasized that the campaign is a step toward expanding social security coverage.

It aims to ensure that every eligible worker receives the benefits they are entitled to.

“We are committed to building a more inclusive and secure workforce,” he said during the campaign’s launch.
