Ministry of Labour & Employment has signed a Memorandum of Understanding (MoU) with Swiggy, India’s leading food delivery platform.

The MoU was formalized in the presence of Union Ministers Dr. Mansukh Mandaviya and Sushri Shobha Karandlaje on April 15, 2025, in New Delhi.

This partnership targets the creation of over 12 lakh job opportunities within the next 2–3 years.

The National Career Service (NCS) portal will facilitate these opportunities.

Objectives of the MoU Between Labour Ministry and Swiggy

The Ministry and Swiggy’s collaboration aims to strengthen employment connections within the gig economy.

This sector has been experiencing significant growth across India.

Key objectives include:

  • Integration with NCS Portal: Swiggy will integrate its gig opportunities, including delivery, logistics, and support roles, onto the NCS portal. This will provide job seekers with access to verified and timely employment opportunities.
  • Job Creation: The partnership aims to create over 12 lakh job opportunities in urban and semi-urban areas. These opportunities are expected to be mobilized within the next 2–3 years.
  • Digital Empowerment: The initiative aims to leverage technology to streamline recruitment processes and make employment accessible to millions of youth.

Statements from Key Stakeholders

Union Minister Dr. Mansukh Mandaviya emphasized the transformative potential of the partnership, stating, “The National Career Service portal is a dynamic platform connecting job seekers and employers across India.”

He added, “This collaboration with Swiggy will extend the portal’s reach into the fast-growing gig and platform economy, enabling access to flexible and location-based opportunities for millions of youth.”

Sushri Shobha Karandlaje, Union Minister of State for Labour & Employment, emphasized the government’s vision for the NCS portal.

She outlined its aim to become a comprehensive platform for employment, skilling, and counseling.

She reiterated the importance of public-private partnerships in bridging the gap between job seekers and employers.

Dinker Vashisht, Chief of Corporate Affairs at Swiggy, expressed enthusiasm for the collaboration.

She stated, “Swiggy’s journey showcases how digital entrepreneurship can transform livelihoods.”

Dinker added, “This MoU will empower job seekers and align with our commitment to inclusive growth in the new-age economy.”

Features of the Partnership Between Labour Ministry and Swiggy

The MoU includes several innovative features to ensure seamless integration and efficient job facilitation:

  • API-Based Integration: Swiggy will use API-based integration to post real-time job opportunities on the NCS portal, enabling seamless application tracking for users.
  • Hyperlocal Job Matching: The NCS portal will support hyperlocal job matching, allowing employers to locate manpower quickly and efficiently.
  • Focus on Gig Economy: The partnership will enhance visibility for gig jobs, catering to the growing demand for delivery partners, logistics staff, and support roles.

Impact on Employment

The collaboration will have a profound impact on India’s employment landscape:

  • Youth Empowerment: The initiative aims to create over 12 lakh job opportunities. This is expected to significantly boost youth employment, especially in urban and semi-urban areas.
  • Skill Development: The NCS portal will provide skilling and counseling, equipping job seekers with the necessary skills to succeed in the gig economy.
  • Economic Growth: The partnership aligns with the government’s broader strategy to modernize India’s labor ecosystem and integrate digital platforms with real-time job data.
