Union Minister of State for Labour & Employment, Sushri Shobha Karandlaje, led a significant regional meeting today, bringing together representatives from six States and Union Territories: Karnataka, Tamil Nadu, Telangana, Kerala, Puducherry, and the Andaman & Nicobar Islands.
This gathering marked the first in a series of six regional meetings organized by the Ministry of Labour and Employment, emphasizing the spirit of Cooperative Federalism.
The discussions revolved around crucial topics, including labour reforms, the eShram Portal, Building & Other Construction Workers (BoCW), and strategies to boost employment generation.
Employment: States’ Crucial Role in Labour Reforms
In her address, Sushri Shobha Karandlaje emphasized the critical role that States must play in the successful implementation of labour reforms.
As the meeting aimed to foster close interaction with States, it focused on identifying existing gaps, addressing concerns, and charting a collaborative path forward.

The Minister encouraged all participating States to align their efforts with the broader vision set by the Central Government.
She highlighted the importance of State-level involvement in ensuring the welfare of unorganized workers through mechanisms like the eShram portal.
eShram Portal: A One-Stop Solution
The eShram portal was showcased as a centralized data management system. It is for compiling and analyzing data obtained from BoCW Welfare Boards across States.
By integrating data, States can make informed decisions and frame better welfare policies for BoCW workers. The portal facilitates access to social security and welfare measures, ensuring the welfare of unorganized workers.
States were urged to register on the portal and update their details, including fund utilization and worker registration.

Quality Jobs and Employment Data
The Ministry emphasized the need for creating quality jobs while ensuring accurate measurement of employment. States were directed to submit timely and regular employment returns and job fair details.
This has to be done through the modules on the NCS portal. Additionally, a consultative approach to framing State rules was encouraged.
Key points related to Building & Other Construction Workers (BoCW) were discussed including Expanding welfare coverage, Ensuring audits and Integrating data with eShram to enhance registration.
Extending the coverage of Central Welfare schemes like PMJJBY/PMSBY/PMJAY/PMSYM to BoCW workers was aslo a key point of discussion.
Modernization and Collaboration
Regarding employment generation, the meeting covered Modernization of Employment Exchanges, Partnerships with educational institutions and Industry collaboration.
Additionally, the focus was on improving ESIC services, forming State ESIC Societies, and streamlining fund flow.
