India has taken a significant step towards addressing global skills shortages by offering to fund a comprehensive study on skills gap mapping.

This initiative, part of the 2023 G20 agenda during India’s presidency, aims to position India as a global skills hub.

The Ministry of Labour and Employment has sought approval for ₹7.24 crore to carry out this project in collaboration with the International Labour Organisation (ILO) and the Organisation for Economic Cooperation and Development (OECD).

Objectives and Scope of Bridging Skills Gap

The primary objective of the study is to align India’s skilled workforce with global demand.

By mapping the skills gap, India aims to facilitate country-specific migration of its skilled workforce. This will help meet international needs based on specific job roles.

The study’s findings will be submitted to G20 countries by June 2026 for consideration.

This initiative will require all member countries, including India, to share job data with the ILO and OECD for mapping and assessment.

Collaboration and Partnerships

The labour ministry plans to bring in partners to undertake the study through the country office of the ILO.

Key partners in the study include the ILO, OECD, and the labour ministry itself.

India has already initiated talks with the ILO country office.

India expects the study to be advantageous as it aspires to become the skills capital of the world.

Once the mapping is done, India will initiate the country-specific migration of its skilled workforce. This would cater to global demand based on job roles.

This would not only help in addressing the skills gap but also contribute to the socio-economic upliftment of the workforce.
